

Douglas County, Oregon- Rising water levels across Douglas County led to a sharp increase in emergency calls, prompting a coordinated response from Central Douglas Fire & Rescue (CDF&R) and other agencies. CDF&R’s strategic resource placement and increased staffing levels ensured a swift and effective response to the surge in service demands.
The rise in calls involved water rescues, public safety assistance, and support to neighboring jurisdictions under mutual aid agreements. Battalion Chief Ryan Felker confirmed that CDF&R anticipated the event and prepared accordingly. “We were aware this event was likely to occur and prepared accordingly so service delivery would not be affected,” Felker said.
CDF&R’s technical rescue team played a critical role in the response. The team assisted initial responders by evacuating homeowners, rescuing trapped individuals, and aiding with evacuation notices in areas inaccessible by vehicle due to rapidly rising water levels. Over the course of the event, the team rescued 32 adults, eight children, and 15 pets.
Felker attributed the successful outcomes to the coordinated effort among multiple agencies. “When agencies, departments, and teams of all disciplines work well together, while having the same mission in mind, the result is positive during large-scale problems,” Felker stated.
The coordinated response highlighted the value of preparation and interagency cooperation in managing emergency situations and protecting public safety.
