Gov. Kotek Declares Emergency Due to Flooding in Southern Oregon

Salem, Oregon- Governor Tina Kotek declared a state of emergency on March 18 in response to flooding and landslides that occurred across Oregon from February 24 through March 18, 2025.

“When emergencies hit, Oregon families and businesses need to know we have their back in every part of the state,” Governor Kotek said. “Recovery starts as soon as disaster strikes, and this declaration will help get Oregonians back to normal as soon as possible. I urge everyone to follow the instructions and evacuation levels issued by emergency officials, subscribe to emergency alerts on ORAlert.gov, have an evacuation plan, prepare a go-kit, and stay aware of changing conditions.”

The declaration, issued under ORS 401.165, follows significant damage to infrastructure and ongoing threats to life, safety, and property in Clackamas, Coos, Curry, Douglas, Harney, Jackson, Josephine, Lane, Multnomah, and Malheur counties. The Governor’s Office cited a potential flood threat in the Burns area of Harney County as a reason for including the county in the emergency order.

The storms, which began on February 24, have caused extensive flooding and landslides, leading to one fatality and critical failures in transportation, power, and communication systems.

The emergency order directs the Oregon Department of Transportation (ODOT) to assist in repairing and reconstructing damage to the federal aid highway system. Damages are estimated to exceed $10 million. The declaration applies specifically to repairs on eligible federal aid roadways and does not extend to other forms of emergency assistance.

On March 17, the Oregon Department of Emergency Management (OEM) activated the State Emergency Coordination Center (ECC) to Level 3. This allows the state to work closely with local, Tribal, and state partners to coordinate information and support for response and recovery operations.

Residents are encouraged to stay informed through the Oregon Flood Dashboard and to follow guidance from local emergency officials.
