This is an update to our previous article involving this project.
Rogue Valley Transportation District (RVTD) has embarked on a transformative journey to enhance its facilities and services, setting the stage for an exciting new chapter in the Medford region. With a focus on providing safer and more efficient transit services, RVTD hired Eugene-based PIVOT Architecture to develop a comprehensive master plan for its headquarters in northeast Medford.
The cornerstone of this expansion effort involves the previous acquisition of an adjacent 1.34-acre parcel of land. RVTD’s objectives for this project include creating safe pedestrian and vehicle circulation within the site, as well as modernizing facilities to better support staff and operations.
The planning process originally kicked off with a series of information gathering sessions, aiming to identify the future needs of the RVTD campus while addressing existing facility constraints. This collaborative approach resulted in the development of three distinct master plan concepts, with one preferred option that will serve as RVTD’s strategic roadmap for the next two decades.

The site and building design phase began with a careful consideration of spatial adjacencies and workshops with RVTD to create a building and site design concept. A significant emphasis was placed on the importance of phasing site improvements and new construction to maximize the capacity and efficiency of the RVTD fleet.
Phase 1:
The initial phase of this project focuses on the newly acquired parcel of land adjacent to the existing property. Plans for this phase include the construction of a 10,000-square-foot transportation and administration building, accompanied by a two-story parking garage. Throughout this phase, RVTD will continue to utilize its existing administrative, maintenance, fueling, warehouse, and wash buildings. The current transportation building will also be repurposed to optimize the available space.
Phase 2:
Future phases of the master plan will involve further redevelopment of the existing campus, potentially including additional property acquisitions. These future phases aim to modify the existing fuel and wash facilities, maintenance building, internal parking, and circulation to accommodate a fleet expansion of up to 60 buses. This expansion includes provisions for battery electric buses (BEBs) and articulated buses, furthering RVTD’s commitment to sustainable and efficient transit solutions.
Today’s groundbreaking of this first stage of the master plan, marks a significant milestone for RVTD, signaling their continued goal of enhancing transit services and infrastructure in the Medford metro.
