Eagle Point Police Arrest Woman After Dozens of Dogs Found in Hazardous Home

EAGLE POINT, Ore. (Jan. 6, 2026) — More than 30 dogs were removed from a home in Eagle Point on Tuesday after police executed a search warrant tied to a two-year investigation into allegations of animal neglect and abuse, authorities said.

Officers with the Eagle Point Police Department served the warrant Jan. 6 in the 400 block of Crystal Drive following a prolonged investigation that also documented numerous city ordinance violations at the residence.

Police said the resident initially refused to cooperate when officers attempted to serve the warrant. After negotiations, the woman, identified as Jana Tepper, exited the home and was detained. A second male occupant then refused to leave the residence. Because investigators believed a large number of dogs were inside, officers attempted to resolve the situation without entering the home. When the male occupant continued to refuse to exit, officers entered the residence and safely escorted him outside, police said.

Once the home was secured, officers were joined by Jackson County Animal Control, Mercy Flights, Jackson County Mental Health, and Rogue Valley Emergency Veterinary Hospital to process the scene. Mercy Flights and mental health officials also attempted to assist Tepper as part of the investigation.

Investigators estimated that more than 30 dogs were living inside the residence. Due to hazardous conditions, animal control officers and police were required to wear Tyvek suits and respirators. Authorities said the dogs appeared to have been confined indoors and were not regularly taken outside. The floors were covered in feces, creating what police described as an extremely hazardous environment.

The dogs were carefully removed and examined outside by veterinarian Dr. Brubaker, along with Dr. Lewis and staff from Rogue Valley Emergency Veterinary Hospital. After preliminary examinations, each dog was secured and transported to area shelters. Veterinary staff volunteered their services to assist with both the care of the animals and the investigation, police said.

Some of the dogs will be placed for adoption through Midwest Schipperke Rescue. Officials noted that because not all of the animals were relinquished by Tepper, the rescue organization is only able to assist with rehoming dogs that have been legally released.

Due to the number of animals and the complexity of the case, securing the residence and removing the dogs took more than nine hours, police said.

Tepper was lodged at the Jackson County Jail on aggravated animal abuse charges. Authorities said additional charges are expected pending the results of veterinary examinations and after the case is presented to a grand jury. The male occupant was not charged and was transported by Mercy Flights for an unrelated medical issue.

The Eagle Point Police Department thanked all agencies and volunteers who assisted in what officials described as a difficult and lengthy investigation.
