PORTLAND, Ore. (Jan. 21, 2026) — A St. Helens man who worked as a firefighter for the Lake Oswego Fire Department was sentenced to more than 12 years in federal prison for ordering live-streamed child sexual abuse and traveling overseas to engage in illicit sexual activity, federal prosecutors said.
Kenneth Green, 57, was sentenced Wednesday to 151 months in prison and a lifetime of supervised release. He was also ordered to pay a $50,000 special assessment under the Amy, Vicky, and Andy Child Pornography Victim Assistance Act of 2018.
According to court records, Green paid for and received live-streamed shows from 2017 to 2019 that depicted the sexual abuse and exploitation of children in the Philippines. Prosecutors said Green gave traffickers specific instructions during the streams and received child sexual abuse material. Devices seized from his home later revealed additional chats with traffickers.
In 2019, Green communicated for months with a trafficker while planning travel to the Philippines to abuse children, discussing travel logistics and sexual acts involving minors ages 9 to 17, authorities said. He traveled to the Philippines in November 2019 with the intent to engage in illicit sexual conduct but claimed he became ill and did not meet with the trafficker.
A federal grand jury in Portland indicted Green on four counts in February 2024, including sexual exploitation of children, receiving child pornography, interstate travel with intent to engage in illicit sexual activity, and attempted foreign sex tourism. He pleaded guilty in October 2025 to sexual exploitation of children and interstate travel with intent to engage in illicit sexual activity.
The case was investigated by Homeland Security Investigations and prosecuted by Assistant U.S. Attorneys Eliza Carmen Rodriguez and Charlotte Kelley. It was brought under Project Safe Childhood, a Department of Justice initiative aimed at combating child exploitation.
