U.S. Marshals Arrest Central Point Fugitive in Child Exploitation Case

ALTURAS, Calif. (Dec 15, 2025) — A Central Point, Oregon, man wanted on felony charges stemming from a child exploitation investigation was arrested in rural Northern California late last month after being tracked by a regional fugitive task force, authorities said.

The U.S. Marshals Service-led Pacific Northwest Violent Offender Task Force arrested Larry Lynn James Sr., 64, on Nov. 25 after locating him in Alturas, California. James was wanted on a felony warrant following a Southern Oregon Child Exploitation Team investigation into the alleged possession of child sexual abuse material, according to authorities.

James was arrested without incident during a traffic stop after investigators traced his movements from Central Point to Klamath Falls and ultimately to rural Alturas. The Modoc County Sheriff’s Office assisted in the arrest. He is now lodged in the Jackson County Jail.

Authorities said James faces six counts of first-degree encouraging child sexual abuse and four counts of second-degree encouraging child sexual abuse.

The case originated from a search warrant served Dec. 7, 2023, at a residence in the 6500 block of Blackwell Road in rural Central Point. Investigators served the warrant after determining that numerous images of child sexual abuse material had allegedly been uploaded from the residence.

During the search, investigators seized multiple digital devices, which were later forensically examined by the Southern Oregon High Tech Crimes Task Force for additional evidence related to child exploitation. The Southern Oregon Child Exploitation Team was assisted during the search by deputies and detectives from the Jackson County Sheriff’s Office, as well as high-tech crimes investigators.

Authorities said the investigation began with a tip from the National Center for Missing and Exploited Children, which led to subpoenas and, ultimately, the search warrant and subsequent arrest by U.S. Marshals.

The Pacific Northwest Violent Offender Task Force includes personnel from the U.S. Marshals Service, the Jackson County Sheriff’s Office, and the Central Point Police Department. The task force specializes in locating and arresting fugitives wanted for offenses including violent crimes, sex offenses, failure to register as a sex offender, firearm violations, and probation violations.

The Southern Oregon Child Exploitation Team is a multi-agency task force launched in June 2020 to combat child exploitation and includes investigators from the Jackson County Sheriff’s Office, Medford Police Department, the Oregon Department of Justice Internet Crimes Against Children Task Force, Homeland Security Investigations, and prosecutors from local, state, and federal agencies in Jackson and Josephine counties.

No further information was released.
