

MEDFORD, Ore. (Nov 8, 2025) — A proposed residential project planned for one of the few remaining undeveloped parcels along East McAndrews Road near Springbrook Road is set for review next week by the City of Medford’s Land Development Committee.
The proposal, filed by Berkeley Hills LLC, seeks city approval for a tentative subdivision plat, zone change, and exception request to create a 72-lot neighborhood featuring single-family homes, duplexes, triplexes, and cottage-style dwellings. The roughly 15.07-acre site sits south of East McAndrews Road, west of Springbrook Road, and east of North Berkeley Way—land that has remained vacant despite extensive nearby development in recent years.
Under the plan, the project—named Berkeley Hills—would include 81 residential units across 72 individual lots. Of those, 48 lots would be zoned SFR-6 (Single-Family Residential, 4–6 units per acre) and 24 lots would remain MFR-20 (Multi-Family Residential, 15–20 units per acre). A small portion of the development would feature a cottage cluster design to encourage smaller, more affordable market-rate housing types.
The proposal includes a zone change request for part of the property, currently designated SFR-4, to match the higher-density SFR-6 designation and align with the city’s comprehensive plan.
According to application documents, construction would occur in three phases, extending existing public streets—Hill Way and N. Berkeley Way—into the site and creating new internal streets including Blacktail Way, Christopher Way, Maxum Way, and Saber Way. Sidewalks and planter strips would be added throughout the subdivision, with a five-foot sidewalk and ten-foot planter strip planned along East McAndrews Road.
The applicant describes the project as providing affordable market-rate single-story housing options while integrating open space and landscaped common areas managed by a homeowners association, with annual fees expected to remain below $50 per household.
Utility and infrastructure studies submitted with the application confirm that water, sewer, and storm drainage services are available and adequate for the development. A 1.22-acre wetland area identified on the property has been verified by the Oregon Department of State Lands and will require compliance with state removal-fill laws if impacted.
The Land Development Committee is scheduled to review the project on Wednesday, November 12, 2025, at 9:30 a.m. via Zoom. The case will be reviewed under file numbers LDS-25-057 and ZC-25-058, with an associated pre-application PA-24-225.
Steffen Roennfeldt, a planner with the City of Medford, is overseeing the review. The applicant’s representative, Jack Galpin of Galpin LLC, said the project’s design aims to “fill a longstanding housing gap while complementing the surrounding neighborhoods.”
If approved, Berkeley Hills would mark one of the last large-scale housing developments on the East McAndrews corridor—transforming one of northeast Medford’s few remaining vacant tracts into a mix of residential housing options.
