Portland Woman Indicted in ICE Attack Faces New Assault Charge

Portland, Oregon- A Portland woman appeared in federal court Tuesday after being charged with assaulting a federal officer and resisting arrest, prosecutors said.

Julie Winters, 46, was arrested August 20 when deputies from the U.S. Marshals Service attempted to take her into custody for violating the conditions of her pretrial release, according to court documents. Winters was already facing charges from a June incident involving federal law enforcement.

Deputies said Winters became combative during the August arrest, fighting them for several minutes before being restrained and placed in a holding cell. After experiencing a medical issue, deputies removed her restraints while awaiting medical personnel. At that point, Winters allegedly attacked again, grabbing a deputy marshal by the hair and whipping the officer around, prosecutors said.

Winters had been on pretrial release following a June 24 incident outside the Immigration and Customs Enforcement office in Portland. Authorities said Winters tried to light an incendiary device near a guard shack and then pulled a knife on officers. She allegedly threw the knife, though it did not strike anyone, and fled before being subdued with a Taser. Officers reported that Winters then pulled a second knife before being disarmed and arrested.

She was indicted in that case on two counts of attempted assault on an officer and intimidation of a federal officer with a dangerous weapon.

The U.S. Marshals Service and the FBI are investigating. The U.S. Attorney’s Office for the District of Oregon is prosecuting the case.


All suspects are believed innocent until proven guilty in a court of law
