Medford, Oregon- Rogue Community College (RCC) has been designated an Opportunity College and University by the Carnegie Classifications, becoming the only community college in Oregon to receive this recognition.
The designation is part of the new Student Access and Earnings Classification released this month by the Carnegie Foundation and the American Council on Education. It uses federal data to evaluate how well institutions reflect the demographics of their communities and how their graduates’ earnings compare to peers.
RCC is included in the 2025 Mixed Associate Medium classification, which comprises 265 institutions—approximately 7% of U.S. colleges and universities. In Oregon, two other institutions received the designation, both private universities.
Nationwide, 479 institutions—roughly 16% of those classified—were recognized as Opportunity Colleges and Universities. These institutions are noted for combining broad access with strong graduate outcomes, particularly in earnings, and are seen as models for advancing equitable student success.

The Student Access and Earnings Classification evaluates colleges using multidimensional groupings of the 2025 Institutional Classification to assess access and earnings among comparable institutions.
