


Medford, Oregon- The City of Medford Planning Department will hold a pre-application conference to review a proposed multi-family residential development in northeast Medford, on May 7th. The proposal includes the construction of 552 apartment units on two vacant parcels totaling approximately 61.38 acres.
The site is located north of Owen Drive and east of Springbrook Road. It includes a mix of zoning designations: MFR-30 (Multiple Family Residential), SFR-10 (Single-Family Residential), C-S/P (Service Commercial and Professional Office), C-C (Community Commercial), and RZ (Restricted Zoning).
The development concept, as shown in a preliminary site exhibit above, includes 961 parking spaces, internal circulation routes, landscaping, and open space. The exhibit also reflects planned extensions of two public streets—Cheltenham Way and McLoughlin Drive—through and along the site. These align with the City’s Transportation System Plan (TSP), which identifies Cheltenham Way as a future Minor Collector and McLoughlin Drive as a future Major Collector. Owen Drive, a partially constructed Minor Arterial, borders the site to the south.
The Medford Land Information GIS indicates that public sanitary sewer service is available near the site at several locations, including Carnellan Street near the Cheltenham Way and Owen Drive intersection, Owen Drive at Torrent Street, and the eastern terminus of Dragon Tail Place. Stormwater infrastructure appears to be present along Owen Drive and Dragon Tail Place.
To support the proposed development and anticipated phasing, the applicant expects to submit property line adjustment applications. These would include creating one parcel for the initial apartment development and another for future development west of the Cheltenham Way extension.
The project remains in the early stages and will require further review and permitting through the City’s land use process. If approved, this development would be one of the largest complex’s in the past 15 years. To put it in perspective, The Reserve at Northgate, currently under construction near Northgate Marketplace, is approximately 350 units. This project is expected to be market-rate rentals.
