


Phoenix, Oregon- Detectives from the Illegal Marijuana Enforcement Team (IMET) executed a search warrant at a black-market cannabis cultivation site in rural Phoenix, Oregon, yesterday morning. The operation, located in the 4400 block of Colver Road, led to the seizure of approximately 850 illegal marijuana plants, 40 pounds of processed cannabis, and various THC and psilocybin mushroom products. Authorities confirmed that the site was operating without any licenses for cannabis cultivation, handling, or processing.
IMET, with assistance from the Jackson County Sheriff’s Office (JCSO) and Oregon State Police (OSP) detectives, arrested two individuals on the property. The suspects, identified as 47-year-old Steven Robert Mialocq and 34-year-old Alyssa Monique Valverde, both residents of Phoenix, face three felony charges each. The charges include unlawful possession, distribution, and manufacture of a marijuana item. The Jackson County District Attorney’s Office is currently reviewing the case for prosecution.
In addition to the drug-related charges, the Oregon Water Resources Department Enforcement section is issuing a Notice of Violation (NOV) for the unauthorized use of a well to irrigate the cannabis crop. This violation carries potential civil and criminal penalties.
During the search, Jackson County Code Enforcement officials issued fines totaling $44,000 to the responsible party. The penalties were related to building code violations, unpermitted electrical installations, and failure to secure land use approval for marijuana production.
IMET, a multi-agency task force funded by the Oregon Criminal Justice Commission, focuses on combating the black-market marijuana trade in the Rogue Valley. The task force includes personnel from JCSO, Homeland Security Investigations, OSP, the Medford Police Department, and the Jackson County District Attorney’s office.
The investigation remains ongoing, with detectives pursuing additional leads. No further information has been released at this time.
