Klamath Falls, Oregon – On Thanksgiving Day, November 23, 2023, Oregon State Police troopers responded to a report of a suspicious vehicle at Love’s Truck Stop in Klamath Falls, revealing a distressing case of animal abandonment and neglect.
The troopers discovered a U-Haul truck abandoned in the parking lot for approximately two days. Responding to barking sounds emanating from the back of the truck, an investigation began. It was revealed that the U-Haul had been reported stolen, prompting the troopers to obtain a search warrant.
Upon opening the vehicle, troopers found seven cages containing 15 abandoned dogs, including several puppies. Despite severe neglect, all the dogs were miraculously found alive. The animals had been left in the back of the U-Haul since Monday, November 20, 2023.
Authorities were able to trace and contact two suspects linked to the incident. David Eugene McMillion (50) of Klamath Falls was arrested on charges of Animal Abandonment, Criminal Mischief II, Unauthorized Use of a Vehicle, and Animal Neglect II. Lisa Annette Weeks (39), also from Klamath Falls, faced charges of Animal Abandonment, Unauthorized Use of Vehicle, and Animal Neglect II.
In total, 25 dogs, including a puppy testing positive for canine parvo, were handed over to the Klamath County Animal Shelter for evaluation and care. All dogs currently in the shelter are under quarantine, and the facility has been thoroughly sanitized to prevent further spread of the disease.
Despite the challenges, the outpouring of community support has been remarkable. The animal shelter has already received dozens of adoption applications for the rescued dogs.
Authorities say that once medically cleared, the animals will be available for adoption.

All suspects are considered innocent until proven guilty in a court of law.
