Four-Story Live-Work Housing Project Planned Near Liberty Park District

MEDFORD, Ore. (May. 4, 2026) — A proposal to build a four-story live-work housing development just north of downtown Medford, is moving into early review, with city officials set to examine plans for a compact, transit-oriented project near the Liberty Park district.

The project is scheduled for discussion during a Land Development Committee meeting on May 6. City documents show the development is proposed for a single parcel at 303 Boardman St., located on the north side of Edwards Street and fronting Boardman Street along its eastern edge. 

The site sits within Medford’s Liberty Park neighborhood area, just north of the downtown core, and is positioned inside a designated frequent transit corridor served by nearby bus routes.  The property is also within the city’s Airport Area of Concern overlay, which can impose additional development considerations due to proximity to the flight routing from the Rogue Valley International–Medford Airport.

Plans call for demolition of an existing residence and garage currently on the property, replacing them with an approximately 11,888-square-foot building containing 10 live-work units.  The structure would rise four stories, taking advantage of zoning allowances in the heavy commercial (C-H) district, where no maximum residential density is required. 

Because the parcel lies within a half-mile of qualifying transit routes, city code does not require on-site parking for the development, a factor that can enable higher density on smaller lots.  The lot itself totals about 0.11 acres, making the proposal a relatively dense infill project in an area transitioning between commercial and residential uses. 

Developers are also requesting up to a 20% reduction in the required front setback, which is permitted under city regulations in certain circumstances. 

The building is proposed to be constructed primarily of precast concrete with metal framing and would include fire sprinklers as required under state code for residential occupancies. 

Additional architectural renderings and more detailed design plans are expected to be submitted if the project advances beyond the pre-application stage.

The Land Development Committee meeting will be conducted via Zoom, with city departments and partner agencies asked to review the proposal and submit comments within 10 working days. 

The project remains in the pre-application phase, and no approvals have been granted. Medford Alert News will continue to monitor this project and provide updates when available.
