Oregon Revenue Highlights Medford Kiosk as Paper Tax Return Delays Expected

SALEM, Ore. (Feb. 12, 2026) — As delays in processing paper tax returns are expected in 2026, the Oregon Department of Revenue is encouraging taxpayers in Southern Oregon to take advantage of a free public computer kiosk in Medford to file electronically and receive refunds — and the state’s “kicker” rebate — sooner.

The kiosk is located inside the department’s Medford regional office at 3613 Aviation Way, Suite 102, and is available during regular business hours, Monday through Friday from 8 a.m. to 5 p.m., with a closure from 12:30 p.m. to 1:30 p.m.

State officials say the public-use computers provide an option for taxpayers who may not have access to a computer at home or who have already filled out paper forms but want to avoid extended processing times by transferring their information into Direct File Oregon.

“The computer kiosks offer a way to file electronically for those without a computer or those who fill out paper forms and want to transfer their data into Direct File Oregon to receive their refund—and their kicker—sooner,” said Megan Denison, administrator of the department’s Personal Tax and Compliance Division.

On average, taxpayers who e-file their Oregon personal income tax returns and select direct deposit receive refunds about two weeks faster than those who mail paper returns and request a check, according to the department. This year, the gap is expected to widen.

The delay stems from the Internal Revenue Service providing necessary tax forms and information to the state later than usual last year. As a result, Oregon will not begin processing paper-filed personal income tax returns until the end of March.

Refunds for electronically filed returns will begin being issued Feb. 17. Refunds for paper-filed returns are not expected to begin until early April.

Now in its third year, Direct File Oregon is an interview-based filing program similar to commercial tax software. The system allows taxpayers to file directly with the state through Revenue Online at no cost.

While kiosks are also available in Bend, Eugene, Gresham and Portland, department officials emphasized that Southern Oregon residents can avoid anticipated backlogs by using the Medford office’s public computer to file electronically and opt for direct deposit.

Taxpayers who want their refunds and kicker payments as quickly as possible are urged to file electronically rather than mailing paper returns, the department said.
