
ASHLAND, Ore. (Dec. 10, 2025) — The Ashland Rotary Centennial Ice Rink will remain closed for the 2025-2026 season as the Ashland Parks and Recreation Department works through ongoing permitting delays tied to the rink’s transition to a permanent structure.
APRD officials said the issue centers on the canopy above the seasonal rink, which has historically been installed each winter and removed each spring. This year, the department sought to convert the canopy into a year-round permanent structure to cut long-term costs and extend the life of the fabric cover. The change triggered more extensive requirements under the State Building Code, delaying the project beyond the holiday season.
As part of the permanent permitting process, engineers must certify that the canopy, structure and footings can withstand wind events, earthquakes and snow loads. An architect must also verify that the structure complies with accessibility, egress, and fire and life safety standards.
Parks Director Rocky Houston said APRD had been working with the canopy manufacturer to prepare the needed engineering analyses, but recent staffing and layoff issues at the company stalled the work. The department has since turned to a local engineer to complete the reviews.
“We share the community’s profound disappointment that the Ashland Rotary Centennial Ice Rink will not open for the 2025-2026 season,” Houston said. “The rink is a cherished winter tradition for the Ashland community. This closure is the result of an unforeseen permitting delay, stemming from our necessary transition to a permanent structure for cost savings and longevity.”
“While this is an unfortunate setback, we are working diligently to finalize the paperwork required for a permanent structural permit,” he added. “Our top priority is ensuring the canopy meets all State Building Code requirements, and we are committed to reopening the rink in the future.”
APRD said the project is still advancing and that once completed, the permanent canopy will meet all applicable state code standards. The ice rink area will remain closed to the public until the permit is approved.
