NEAR ROGUE RIVER, Ore. (Dec 9, 2025) — A Rogue River man was struck and killed Sunday evening in a vehicle-versus-pedestrian crash on Highway 99 in Jackson County, according to Oregon State Police.
Troopers were called to the scene at 6:13 p.m. on Dec. 7 along the Rogue River Highway near milepost 7, where investigators say a southbound Hyundai Elantra driven by Bobbie Rae Stinson-Payne of Grants Pass hit 43-year-old pedestrian Jarrod Edward Garwood. Garwood had been pushing a go-kart on the highway when he was struck.
The Hyundai fled the scene, though Stinson-Payne later contacted law enforcement to report involvement in the collision, OSP said.
Garwood died at the scene. A second person associated with the go-kart, 41-year-old James Eric Johannes of Grants Pass, sustained minor injuries.
Stinson-Payne and a passenger in the Hyundai, 33-year-old Dillon Edward Gasser of Grants Pass, were not injured, authorities said.
Stinson-Payne was arrested on suspicion of failure to perform the duties of a driver, driving under the influence of intoxicants, and first-degree manslaughter.
The crash shut down the highway for roughly five hours while troopers with the Oregon State Police Collision Reconstruction Unit documented the scene. The investigation is ongoing.
OSP was assisted by Rogue River Police, Rogue River Fire District 1, Grants Pass Fire Rescue and the Oregon Department of Transportation.
All suspects are believed innocent until proven guilty in a court of law
