Tractor Supply Company Eyes Expansion Into Growing Northeast Medford Corridor

MEDFORD, Ore. (Nov 27, 2025) — A proposal to bring a new Tractor Supply Company store to northeast Medford is advancing as the project heads to the city’s Land Development Committee for review on Dec. 10.

According to city planning documents, Atwater Group is seeking approval to construct a 21,390-square-foot Tractor Supply building and a 20,000-square-foot fenced outdoor display area within the Coker Butte Business Park Planned Unit Development. The project also includes a 3,000-square-foot permanent trailer display area and a new parking lot on an approximately 2.96-acre vacant parcel at the northwest corner of Coker Butte Road and Crater Lake Avenue (4209 Crater Lake Avenue).

The site is zoned Light Industrial (I-L) with a Restricted Zoning administrative overlay, and it is surrounded primarily by industrial, storage, and automotive uses, including Lock N Key Storage to the east and multiple auto dealerships to the west. Parcels north and south of the property are also zoned for light industrial development.

However, the area surrounding the proposed store is expected to transform significantly in the coming years. Large portions of northeast Medford in the Coker Butte area, have been identified for substantial new growth, with residential neighborhoods and commercial retail projects slated to begin filling long-vacant and underdeveloped lots. City planners have previously noted the Coker Butte corridor as a key growth area as infrastructure expands to support new housing and mixed-use developments.

Project applicant Welkin Engineering, representing Atwater Group, states the building design incorporates split-face block, pilasters, and metal paneling consistent with surrounding development. The main entrance is oriented toward Crater Lake Avenue to improve street engagement and pedestrian access, according to developers. Plans include parapets to screen rooftop HVAC units and a masonry trash enclosure, in accordance with city development standards.

A 16-foot security fence would enclose the outdoor display area, and a split-rail fence would be installed along a retaining wall on the western edge of the site. Landscaping plans feature a mix of plant materials intended to soften building edges, enhance the streetscape, and meet the city’s water-efficiency standards. The parcel currently contains no protected trees or native vegetation.

Stormwater facilities for the development have already been constructed as part of earlier improvements within the business park, and the application does not request any code exceptions or modifications.

The Land Development Committee will convene virtually on Dec. 10 at 9:30 a.m. to review agency comments. If approved through the Site Plan and Architectural Review process, the new store would join more than 2,200 Tractor Supply locations operating nationwide. In southern Oregon, the company already operates stores in Grants Pass and Klamath Falls,
