Portland, Oregon- The U.S. Department of Justice has filed a petition to enforce administrative subpoenas against four Oregon counties, seeking information to locate 10 violent felons who were released into local communities despite federal immigration detainers.
The petition, filed Tuesday by the U.S. Attorney’s Office for the District of Oregon and the DOJ Civil Division, names Clackamas, Washington, Multnomah and Marion counties. Prosecutors said the information is needed to help track and remove offenders who are likely subject to deportation.
According to federal authorities, the 10 men served lengthy prison sentences in Oregon for crimes ranging from manslaughter to rape and sexual abuse of children. Immigration officials had requested notification before their release, but state and local agencies did not comply.
The offenders include:
Criminal Alien 1, convicted in 2004 of assault and criminal mistreatment and later convicted in 2008 of first-degree manslaughter. He served more than 17 years in prison before his release in 2023.
Criminal Alien 2, convicted in 2013 of three counts of rape and three counts of sodomy involving a child under 16. He later was convicted of nine additional counts of second-degree sexual abuse. He served more than seven years and was released in 2022.
Criminal Alien 3, convicted in 2011 of kidnapping, burglary, robbery and assault. He served more than 12 years before being released in 2025.
Criminal Alien 4, convicted in 2018 of assault, unlawful use of a weapon, criminal mischief and attempted felony conduct. He was sentenced to more than five years and released in 2023.
Criminal Alien 5, convicted in 2010 of sexually abusing two children under 14. He served more than five years and was required to register as a sex offender. He was released in 2022.
Criminal Alien 6, convicted in 2015 of first-degree rape, admitting in his plea that he used or threatened a weapon. He served over seven years and was released in 2023.
Criminal Alien 7, also convicted in 2015 of first-degree rape, received a sentence of 10 years with long-term supervision and a sex offender registration requirement. He was released in 2023.
Criminal Alien 8, convicted of multiple counts of first-degree rape involving a child under 12 and first-degree sexual abuse of a child under 14. He served more than 12 years and was released in 2022.
Criminal Alien 9, convicted in 2008 of first-degree rape and sexual abuse, sentenced to over seven years. After completing that sentence, he was again convicted in 2016 of sexual abuse and sentenced to an additional six years. He was released in 2022.
Criminal Alien 10, convicted federally in 2012 for using a fake Border Crossing Card, and later in Oregon for first-degree robbery and kidnapping in 2013. He served more than eight years before his release in 2023.
Federal officials said all 10 offenders were released into Oregon communities between 2022 and 2025.
“Removing violent criminal aliens from our local communities and country is a matter of public safety and a top priority for federal law enforcement,” said Scott E. Bradford, U.S. Attorney for the District of Oregon.
The Justice Department said the subpoenas seek records from the four counties that would assist immigration authorities in locating and apprehending the men. Since 2021, Oregon public officials have declined to honor federal immigration detainers, reflecting a broader policy shift in the state regarding cooperation with federal immigration enforcement.
