Medford Voters to Decide on Creekside Quarter Development Funding

Medford, Oregon- Medford voters will soon weigh in on Ballot Measure 15-238, a proposal supporters say could transform downtown’s future through a large-scale development known as Creekside Quarter.

The project envisions a new Conference and Events Center, luxury hotel, retail spaces, a minor league baseball stadium and other amenities designed to position Medford as a regional destination. Supporters say the development will revitalize underused areas near Hawthorne Park and strengthen the city’s role as a hub for tourism and community events.

“We are excited to support Creekside Quarter as more than just a project — it is a transformative milestone for Medford,” said Eli Matthews, executive director of the Chamber of Medford and Jackson County. “This initiative will not only revitalize Hawthorne Park but also position Medford as a regional hub for community events and tourism, driving sustainable economic growth.”

Measure 15-238 proposes raising the fee visitors pay for overnight stays in hotels, motels and short-term rentals such as VRBOs and Airbnbs. The city’s current 11% lodging tax could rise to as much as 13% under the measure. City officials emphasize that residents would not see new property, sales or utility taxes as part of the plan.

“This is a unique opportunity for Medford to invest in our future without raising local taxes,” City Councilor Nick Card said. “By supporting Measure 15-238, we empower our community, enhance tourism, and pave the way for a brighter, more vibrant Medford.”

Supporters also highlight that nearly 90% of the Creekside Quarter project would be funded through private investment, with public contributions focused on the Conference and Events Center. Advocates say that center, along with the adjoining hotel, would attract thousands of visitors annually and generate new business for local restaurants, hotels and shops.

“Together, let’s build a legacy for future generations,” said Medford Parks and Recreation Commissioner Julian Cordle. “Supporting Measure 15-238 is the first step toward transforming Medford’s future.”
