


Medford, Oregon- The City of Medford Planning Commission is set to consider comprehensive plans submitted by developers for a large 140-unit, six-phase apartment and cottage complex in southwest Medford. The proposed development, located just south of a currently in-construction housing complex on Orchard Home Drive, aims to cater to a spectrum of housing needs, prioritizing affordability for moderate-income individuals and families.
The focal point of the project lies at the north end of the site, featuring three 23-unit buildings with a mix of one and two-bedroom apartments in 1, 2, and 3-story configurations. Alongside the apartments, the development will include a community pool, club house, and a maintenance facility with worker accommodations.
One main aspect is the use of modular construction, allowing adaptability to diverse housing types. This flexibility aligns with the vision to provide rentals, owner-occupied on leased land, and a distinctive “cottage-style” cluster. The latter is set to build around the area of Stella Drive, extending southward to the project’s southern boundary.
To accommodate the development, several streets will be integrated into the plan. Orchard Home Drive on the east and Westwood Drive running east/west will be improved, meeting the city’s residential street standards. Stella Drive, to the west, will undergo extension by another developer, eventually linking with Westwood Drive.
The project also emphasizes environmental considerations, boasting energy-efficient and fire-resistant housing units. Outdoor spaces are integrated seamlessly, offering residents an extension of their indoor living spaces. The developer envisions not only meeting housing demands but fostering community engagement through structured and loosely organized recreational opportunities.
Recognizing the scale and complexity of the project, the developer is proposing a six-phase development plan and is seeking a five-year approval for the phased approach.
“This project will provide much-needed new housing opportunities for occupants with moderate financial means. The houses will be energy-efficient and fire-resistant and are designed to provide outdoor space as an extension of the indoor spaces. The project will also offer community amenities in the form of a community pool and club house. If the Association is interested, there is ample space to offer structured and loosely organized recreational opportunities,” stated the developers.
The City of Medford Planning Commission is set to review and deliberate on this housing project at their December 27, 2023 meeting.
