Jackson County Search & Rescue Member Honored as Oregon State Sheriff Volunteer of the Year

Bend, Oregon- In a ceremony held on Thursday, December 7, Scott Rayburn, a member of the Jackson County Sheriff’s Office (JCSO) Search and Rescue (SAR) team, was honored with the prestigious title of SAR Volunteer of the Year by the Oregon State Sheriff’s Association (OSSA) Search & Rescue Advisory Council.

Rayburn’s recognition stems from his professional achievements and contributions since joining the JCSO SAR in January 2017. Over the course of his tenure, he has participated in an impressive 161 missions, amassing a staggering 2800 mission hours. Such commitment and excellence have not gone unnoticed, earning him accolades from the state-level association.

As a testament to his leadership, Rayburn ascended to the role of Team Leader and Search Manager within the SAR unit. Colleagues praise his meticulous attention to detail and unwavering dedication to the team’s success. Beyond his designated roles, Rayburn voluntarily assumed responsibility for managing and operating the SAR OSSA Academy biannually, emphasizing the critical importance of a well-executed academy to the unit’s sustained proficiency.

Rayburn’s proactive approach to personal development further sets him apart. He independently pursued multiple Ground Search Management trainings, showcasing a commitment to continuous improvement. His proficiency extends to the Technical Rope Rescue Team, where he dedicates extensive hours mastering the intricacies of rope rescue. Additionally, Rayburn contributes to the ATV and Large Animal Rescue teams, showcasing a versatile skill set.

Having served as Vice President on the SAR Executive Board for two years, Rayburn’s leadership extends beyond operational duties. In 2020, he earned the title of JCSO Member of The Year, underscoring his consistent impact within the organization.

Rayburn’s commitment to excellence extends to his pursuit of advanced medical training, with certifications in Wilderness First Aid and Wilderness First Responder.

The recognition as the Oregon State Sheriff SAR Volunteer of the Year serves as a testament to Scott Rayburn’s exemplary service, embodying the spirit of selflessness and professionalism that defines the SAR community.
