Employees in Oregon Begin Applying for Paid Leave Benefits

Yesterday marked a significant milestone for Oregon employees as they commence the application process for benefits under the Paid Leave Oregon program, utilizing the newly launched “Frances Online” system. The program, which encompasses paid family leave, medical leave, and safe leave, aims to provide vital support to working Oregonians. While the official benefit start date is set for September 3, the program has opened its virtual doors to accept applications in advance, ensuring ample time for the initial claims to be thoroughly reviewed.

Paid Leave Oregon is designed to empower employees by granting them the ability to care for themselves and their families during pivotal life moments. The program covers a spectrum of situations, including caring for a new child, handling serious health conditions, and offering support to family members in times of need. Moreover, it extends its safeguarding reach to those who have experienced sexual assault, domestic violence, harassment, or stalking, fostering a nurturing environment for recovery.

Through the Frances Online platform, Oregon employees can seamlessly submit applications, enabling them to avail themselves of the program’s benefits as soon as they take effect on September 3. Applicants are advised to anticipate a brief two-week waiting period after submitting their applications before benefit payments commence. Notably, a 30-day advanced notice to employers is mandatory for planned paid leave, and employees are cautioned against applying sooner than 30 days prior to their intended leave start date.

Backed by a team of over 250 professionals, the Paid Leave Oregon program places strong emphasis on customer care. Karen Madden Humelbaugh, the program’s director, emphasizes the commitment to assisting Oregonians through various channels, including a Contact Us form, email, and phone services. Humelbaugh affirms, “Training our front-line staff to be prepared to help customers has been one of our top priorities.”

Amid the anticipation of program launch, agency and program leaders remain committed in ensuring a smooth user experience. Call wait times, application volumes, and other key metrics are under close scrutiny, with readiness to implement necessary adjustments for seamless program access. David Gerstenfeld, Director of the Employment Department, acknowledges the challenges associated with introducing a program of this scale but underscores their dedication to swift issue identification and resolution.

Oregon’s role as one of the pioneers in paid family and medical leave is underscored by the fact that it is among the 11 states (in addition to Washington D.C.) offering such a program. The groundwork for this initiative was laid in 2019 when the program was signed into law. Earlier this year, both employers and employees commenced contributing to the trust fund, the financial backbone that will sustain employee paid leave benefits.

Unique to Oregon’s program is its inclusion of safe leave, a critical aspect aimed at aiding survivors of sexual assault, domestic violence, harassment, or stalking in their pursuit of safety and healing.
