

GRANTS PASS, Ore. (Apr. 16, 2026) — A six-week, multiagency drug investigation spanning Oregon and California has resulted in multiple arrests and the seizure of large quantities of narcotics, firearms and cash, authorities said.
The investigation, led by the Rogue Area Drug Enforcement (RADE) team in coordination with the Drug Enforcement Administration and several regional law enforcement agencies, concluded April 10 with the execution of four residential search warrants — three in Wolf Creek, Oregon, and one in Corning, California.
Investigators said the operation identified a drug trafficking organization based in Wolf Creek that was being supplied with methamphetamine from Corning.
As part of the investigation, authorities conducted a traffic stop April 8 involving Marshall Clifford De La Garza, 39, who was allegedly transporting about 90 pounds of methamphetamine from Corning to Josephine County. Officials said the drugs were intended for distribution in southern Oregon.
Search warrants executed at three residences in Wolf Creek led to the seizure of multiple firearms and a Harley-Davidson motorcycle. Three people — Johnny Dean Davis Jr., 43; Daniel Cody Green, 44; and Stephen Ray Higgins, 56 — were arrested and lodged at the Josephine County Jail. They face multiple charges, including racketeering, delivery of methamphetamine and possession of methamphetamine.
In a related arrest, authorities in Corning, California, took Jesus Fernando Vega, 53, into custody. A search of his residence resulted in the seizure of approximately 58 pounds of methamphetamine, 6 kilograms of cocaine, $227,752 in cash, and several firearms, including a stolen pistol, a revolver, a hunting rifle and a MAC-10-style machine gun.
The RADE team is a multijurisdictional narcotics task force focused on identifying and dismantling drug trafficking organizations at the local, multistate and international levels. The task force operates with support from the Oregon-Idaho High-Intensity Drug Trafficking Area program, a federally sponsored initiative that provides funding and coordination for multiagency drug enforcement efforts.
Participating agencies in the operation included RADE, the DEA’s Medford office, Oregon State Police, Grants Pass Police Department, Jackson County Sheriff’s Office and the California Highway Patrol.
All suspects are believed innocent until proven guilty in a court of law
