Nearly 200-Unit Senior Living Development Proposed Near Foothill Road

MEDFORD, Ore. (Apr. 15, 2026) — A developer has proposed a large senior living community on more than 17 acres in east Medford, with plans calling for nearly 200 housing units and a range of amenities, according to city planning documents.

The project, known as “Affinity at Medford,” is scheduled for a pre-application review before the City of Medford’s Land Development Committee on April 29. 

The proposal outlines an age-restricted, active adult community on a 17.27-acre parcel north of Hillcrest Road and west of Foothill Road. The site is currently zoned for single-family residential use, and the developer intends to seek a zone change to allow multifamily housing. 

Plans call for a total of 194 units, including a four-story apartment building with approximately 170 studio, one- and two-bedroom units, as well as 24 duplex-style homes.  The apartment building would span roughly 230,000 square feet and feature interior corridors and elevator access. 

The development is being proposed by Affinity at Medford, LLC, with Inland Group listed as the applicant. 

Project documents describe a range of amenities aimed at older adults, including a clubhouse-style main building with a movie theater, fitness center, game rooms and dining spaces. Outdoor features would include a pool and spa, pickleball court, dog park, community garden beds and gathering areas with fire pits and barbecues. 

Parking would be distributed around the perimeter of the main building, with additional garage and driveway parking for duplex units.  The site would include gated access points for residents and connections to surrounding streets, though plans indicate no direct vehicle route between Hillcrest Road and a future extension of Spring Street. 

The property is currently designated in the city’s comprehensive plan for a mix of commercial and medium-density residential uses, but remains zoned SFR-00, which allows one dwelling per parcel.  Developers have indicated they plan to pursue a zoning change to a higher-density multifamily designation. 

The pre-application process does not constitute formal approval, but allows city staff and outside agencies to provide early feedback on potential requirements, infrastructure needs and regulatory issues before a full application is submitted. 

If the project advances, it would undergo additional review processes, including land use approvals and building permits, which developers estimate could take several months.
