Kotek Slams Trump as Court Restores Full SNAP Benefits for Oregonians

SALEM, Ore. (Nov. 7, 2025) — More than 750,000 Oregonians are now receiving their full November Supplemental Nutrition Assistance Program (SNAP) benefits after a federal court ordered the Trump administration to immediately release withheld funds nationwide, Gov. Tina Kotek announced Friday.

The order, issued Thursday afternoon, required the federal government to release 100% of SNAP funding by Friday. Following the decision, Kotek directed the Oregon Department of Human Services (ODHS) to work overnight to restore full benefits to Oregon Trail Cards by Friday morning.

As a result, all Oregon households receiving SNAP have access to their complete November benefits, regardless of their normal distribution schedule.

“The Trump Administration’s decision to withhold food assistance from families in need was cruel and unlawful,” Kotek said in a statement. “Oregonians shouldn’t have to wait for a court order to get the help they qualify for and need. I’m grateful to the federal courts for upholding the law and to our state teams who worked through the night to make sure every Oregon family relying on SNAP could buy groceries today and through the weekend.”

Because of emergency preparations Kotek implemented earlier this week, ODHS was able to coordinate quickly with its electronic benefits transfer (EBT) vendor, making Oregon one of the first states in the nation to distribute full benefits following the judge’s order.

Last Wednesday, Kotek declared a hunger emergency in Oregon, authorizing $5 million to support the Oregon Food Bank network and its statewide system of emergency food pantries. On Thursday, she announced an additional $1 million in assistance for Oregon’s Tribal governments. The emergency declaration will remain in effect until uncertainty from the federal government is resolved.

Kotek expressed gratitude to community organizations, local businesses, and residents who mobilized to support neighbors during the disruption. “Everyday Oregonians who stocked pantries for their neighbors, and teachers and parents at schools who worked to help fellow students — that’s the Oregon spirit at work,” she said.

ODHS advised residents to verify their EBT balances before shopping. Balances can be checked by calling 888-997-4447, logging in to an online EBT account, or using the official ebtEDGE mobile app. Those who do not see updated benefits should contact the ONE Customer Service Center at 800-699-9075.

Officials also cautioned that electronic theft of EBT benefits has been increasing nationwide and encouraged users to take steps to protect their cards and personal information.

SNAP is entirely federally funded and helps about one in six Oregonians — roughly 18% of households — buy groceries each month. The program serves children, working families, older adults, and people with disabilities. Each dollar in SNAP benefits generates between $1.50 and $1.80 in local economic activity, contributing an estimated $1.6 billion annually to Oregon’s economy.
