Grants Pass, Oregon- Two individuals were taken into custody in Cave Junction on April 23 in connection with a custodial interference investigation originating from Georgia, according to law enforcement officials.
The Oregon State Police (OSP) reported receiving information from the Grants Pass Police Department regarding an investigation initiated by the Woodstock Police Department in Cherokee County, Georgia. Authorities said that Haley Noel Nelson, 32, had allegedly taken her two children, both under the age of five, from Georgia without legal custody and traveled to Oregon.
Nelson had an outstanding arrest warrant from Cherokee County on two charges: Interference with Custody, a misdemeanor, and Interstate Interference with Custody, a felony.
At approximately 1:30 p.m., members of the Rogue Area Drug Enforcement (RADE) team located Nelson in Cave Junction. She was accompanied by an adult male, identified as Carlos Figueroa, 28, and the two children. Nelson was arrested on her outstanding warrant, and Figueroa was detained at the scene without incident.
During a search of a vehicle associated with the individuals, a firearm was found in plain view. Figueroa, a convicted felon, was arrested for Felon in Possession of a Firearm under Oregon Revised Statute 166.270.
Both Nelson and Figueroa were booked into the Josephine County Jail.
The Oregon Department of Human Services (DHS), Grants Pass Child Welfare division, responded to assist with the children. Authorities confirmed the children were unharmed.
RADE received assistance from the OSP Central Point Area Command Major Crimes Section and the Drug Enforcement Administration (DEA) Medford Office Task Force. RADE is a multi-agency task force that includes personnel from the Josephine County District Attorney’s Office, the Grants Pass Police Department, the Oregon State Police, and Josephine County Community Corrections.
