Oregon Man Indicted for Sexual Abuse Charges Against Toddler

Authorities say Kevin Walter Taylor, a 33-year-old resident of Albany, Oregon, has been indicted in federal court on multiple charges related to the sexual abuse of a toddler. The U.S. Attorney’s Office for the District of Oregon announced the indictment, which includes disturbing allegations of child exploitation.

Taylor has been charged with five counts of using a child to produce a visual depiction of sexually explicit conduct, four counts of distributing child pornography, and one count of possessing child pornography. According to court documents, the investigation began on the morning of September 8, 2023, when special agents from Homeland Security Investigations (HSI) uncovered online material depicting child sexual abuse. It was determined that Taylor was likely the perpetrator and was operating from his residence in Albany.

Quick action was taken by HSI agents and officers from the Albany Police Department, who obtained and executed a federal search warrant at Taylor’s residence. Later that same night, they arrested Taylor and rescued the toddler victim, who was still in the same clothes as depicted in the abusive images allegedly produced and distributed by Taylor.

Kevin Walter Taylor was arraigned in federal court before a U.S. Magistrate Judge. He pleaded not guilty and has been ordered detained pending a jury trial scheduled to commence on December 27, 2023.

Using a child to produce a visual depiction of sexually explicit conduct carries a potential sentence of up to 30 years in federal prison with a mandatory minimum of 15 years. Distributing and possessing child pornography are punishable by up to 20 years in prison with a mandatory minimum sentence of 5 years.

This case was investigated by HSI in collaboration with the Albany Police Department, and it is being prosecuted by William M. McLaren, Assistant U.S. Attorney for the District of Oregon.
