MEDFORD, Ore. (Oct. 24, 2026) — Plans for a new residential care facility that could serve up to 16 residents are moving into the early review process in East Medford Hills, though the initial application provides few details about the type of care that would be offered.
The proposed Amethyst Residential Care facility would be built near the northwest corner of Hillcrest Road and Eagle Trace Circle on a property of approximately 1.9 acres.
Plans submitted to the city of Medford call for a single-story, 10,215-square-foot building with resident rooms, shared living spaces and a secured outdoor courtyard.
However, the submitted documents do not specify what type of residential care the facility would provide, who it would serve or whether it would specialize in a particular population or level of care.
The project would also include parking for employees and visitors, a covered passenger drop-off area and landscaping.
Amanda Beesley is listed as the applicant, Gary Caperna Architect LLC is representing the project, and Reginald and Annette Breeze are identified as the property owners.

Plans for the Property
The property is zoned for neighborhood commercial use. According to the application, the proposed care facility is an allowed use, though the project will still need to go through the city’s site plan and architectural review process.
Preliminary plans show six parking spaces, including one accessible space, with vehicle access from Eagle Trace Circle. The proposal also includes a new fire hydrant near the driveway and fencing and landscaping along Hillcrest Road.
A secured outdoor area is planned for residents, with a privacy fence intended to provide screening.
Part of the property contains a seasonal drainage area that will need to be considered as the project moves forward. The applicant’s plans show no buildings within the drainage easement, with details involving drainage, stormwater and site grading to be addressed during further design and review.
Only part of the property is included in the current proposal. The northern portion would remain undeveloped, and no plans for additional buildings or future development of that area have been submitted.

City Review Set for Nov. 4
The proposal is scheduled for an initial review by the Medford Land Development Committee at 9:30 a.m. Wednesday, Nov. 4. The meeting is scheduled to be held online through Zoom.
The meeting will give city staff and other reviewing agencies an opportunity to discuss the proposal and identify requirements the applicant may need to address before submitting a formal development application.
Topics include access to the property, potential street improvements, emergency vehicle access, utilities, drainage, landscaping and fencing.
The submitted plans are preliminary and may change as the project moves through the review process. The upcoming meeting is not a final approval of the development.
No construction timeline or anticipated opening date was included in the application.
