MEDFORD, Ore. (Jul. 29, 2026) — A Jackson County man with a prior violent felony conviction has been sentenced to more than 13 years in prison after a jury found him guilty of attempting to murder a bicyclist in what prosecutors described as an unprovoked 2024 shooting in White City.
The Jackson County District Attorney’s Office announced that 35-year-old Romualdo Angulo Balero was convicted following a jury trial of attempted second-degree murder with a firearm and felon in possession of a firearm.
Jackson County Circuit Court Presiding Judge David Hoppe sentenced Balero to 158 months in prison, the maximum sentence allowed under Oregon law, as recommended by prosecutors. The sentence includes 90 months to be served day-for-day under Oregon’s Measure 11 mandatory minimum sentencing law, followed by three years of post-prison supervision.
The convictions stem from a shooting that occurred around 11:15 p.m. on May 5, 2024, near the Falcon Street entrance to the Colonial Mobile Estates in White City.
According to prosecutors, the victim was riding his bicycle home from the Stop ’n Go convenience store when a man wearing a red hooded sweatshirt approached him, pointed a handgun, and fired 10 rounds. The victim was struck twice, once in each forearm.
Investigators said nearby residents saw the suspect running toward Atlantic Avenue before continuing through Penny Lane and Abbey Lane. One witness chased the suspect on foot into the mobile home park and back toward Falcon Street, where the suspect briefly pointed a firearm at the witness before discarding the weapon and continuing to flee.
Deputies with the Jackson County Sheriff’s Office responded within minutes of the initial 911 call and arrested Balero while he was still being pursued by the witness.
Investigators later recovered the discarded firearm. The Oregon State Police Crime Lab found Balero’s fingerprints on the firearm’s magazine, and forensic testing matched shell casings recovered at the scene to the weapon, prosecutors said.
The victim underwent surgery for his injuries and continues to suffer ongoing pain and related medical issues.
According to the district attorney’s office, investigators found no connection between Balero and the victim and were unable to identify any motive for the shooting. Witnesses described the victim as a helpful neighbor who frequently volunteered to mow lawns for others in the community.
Prosecutors also highlighted Balero’s criminal history during sentencing.
Balero was previously convicted in Jackson County following a 2017 attack in which prosecutors said he stalked an ex-girlfriend before confronting a homeowner who told him to leave. Authorities said Balero slashed the homeowner from hip to hip with a knife, causing life-threatening injuries, then fled and led deputies on a pursuit before being arrested.
Although Balero was originally convicted of attempted murder, first-degree assault and second-degree assault in that case, the attempted murder and first-degree assault convictions were later overturned after changes in Oregon law requiring unanimous jury verdicts. His unanimous conviction for second-degree assault remained intact, and he served a 70-month prison sentence.
According to prosecutors, Balero had been released from prison and was on post-prison supervision for about one year when the 2024 White City shooting occurred.
The case was prosecuted by Chief Deputy District Attorney Alyssa Claseman and Deputy District Attorney Alicia Wilson. Prosecutors credited the Jackson County Sheriff’s Office and the Oregon State Police for their investigation.
