


MEDFORD, Ore. (Apr. 18, 2026) — A major housing development proposed for northeast Medford has been scaled and revised from an earlier concept, as city officials now review an updated plan that would still bring more than 500 residential units to the area.
The current proposal, known as the Owen Drive development, spans about 43 acres north of Owen Drive and east of Springbrook Road. It includes a mix of townhomes, duplexes and multi-family housing planned in phases and submitted by Creations Northwest, LLC. The company currently is building The Reserve at Northgate, in northwest Medford. That project is described as one of Southern Oregon’s first “institutional-quality” apartment communities, with more than 370 units planned across two phases and total project costs exceeding $70 million. The first phase is nearly fully leased, as construction on the larger second phase is about 30% complete at this time.
At full buildout, the updated Owen Drive project application calls for 508 housing units, including townhomes, duplexes and multiple apartment-style buildings, according to city planning documents.
The revised proposal represents an evolution of an earlier concept first introduced in 2025, when developers outlined plans for a significantly larger 552-unit apartment complex on roughly 61 acres at the same location . That initial proposal focused primarily on apartment units, along with extensive parking, internal roads and future street extensions.
City planning materials show the newer plan reduces the total unit count and shifts toward a broader mix of housing types, incorporating middle-density options such as duplexes and townhomes alongside multi-family buildings.
The first phase of the updated project includes a 22-lot subdivision on about 10.9 acres, with parcels designated for townhomes, duplexes, a multi-family site and open space with stormwater facilities. Later phases would expand development across the remaining acreage, including areas currently designated as reserve land pending additional approvals.


Planning documents indicate the project meets Medford’s zoning and density standards, with higher-density areas reaching about 22 units per acre and medium-density sections around 18 units per acre.
City officials say developments like this are key to addressing long-term housing demand. Medford’s planning projections estimate the city will need more than 13,000 additional housing units over the next 20 years to accommodate growth and diversify housing options.
The proposal also includes infrastructure improvements such as extensions of Cheltenham Way and McLoughlin Drive, upgrades to Owen Drive and a bridge crossing over nearby Garrett Creek. Plans incorporate open space, pedestrian connectivity and stormwater management features.
The site includes a mix of zoning designations, including single-family, multi-family and commercial zones, similar to the earlier 2025 concept, though the updated plan redistributes density and land use across the property.
The project is scheduled for review by Medford’s Land Development Committee during a virtual meeting on April 29.
If approved, the Owen Drive development would be one of the largest residential projects in Medford’s northeast growth area and a significant step toward addressing the city’s projected housing needs.
