
MEDFORD, Ore. (Nov. 4, 2025) — Medford voters have approved Measure 15-238, authorizing a two-point increase to the city’s transient lodging tax to fund the first phase of the proposed Creekside Quarter development — a large-scale project that includes a new conference and events center.
The measure raises the city’s hotel and lodging tax from 11% to 13%, with revenue earmarked for the Creekside Quarter, a planned downtown redevelopment intended to boost tourism, business, and community activity without increasing local residents’ taxes.
“Today, Medford has made a statement – we are ready to embrace a future that is bright, innovative, and thriving,” said Medford City Councilor Nick Card. “The Creekside Quarter is more than just a redevelopment project; it is our moment to create a gathering space that fosters connection, boosts our local economy, and enriches the lives of all residents.”
City officials said the project will transform an underused part of town into a vibrant district featuring retail space, hotels, restaurants, and public areas. The new conference and events center is expected to anchor the site and draw regional visitors year-round.
“The passage of Measure 15-238 represents a commitment to our community’s future,” said Eli Matthews, president and CEO of the Chamber of Medford and Jackson County. “The Creekside Quarter development is projected to attract thousands of visitors each year, boosting Medford’s hospitality and tourism industries. It is a smart investment, made possible through the financial contributions of visitors, rather than adding a burden to our local taxpayers.”
The measure’s approval also clears the way for the city to continue talks aimed at bringing the Eugene Emeralds, a Minor League Baseball affiliate of the San Francisco Giants, to Medford as part of the broader development plan.
“Today’s vote is a pivotal moment for Medford’s future. While the Emeralds are proud to be part of this effort, the hotel tax measure is about more than baseball — it’s about revitalizing downtown,” said Allan Benavides, senior consultant to the Eugene Emeralds. “The proposed new San Francisco Giants Minor League ballpark would help be part of that vision, and we’re excited about the opportunity to call Medford home.”
The city said planning and design efforts for the Creekside Quarter are expected to begin soon, marking what supporters describe as the start of a “revitalized future” for downtown Medford.
