Oregon Legislature Approves Bill Aimed at Bringing Major League Baseball to Portland

Salem, Oregon- Oregon took a major step toward welcoming Major League Baseball to the state as Senate Bill 110 passed the House on Monday with broad bipartisan support, clearing the chamber in a 46–6 vote. The bill now heads to Governor Tina Kotek’s desk for signature.

SB 110 is designed to position Oregon as a top contender for a potential MLB expansion or relocation by paving the way for up to $800 million in private investment. Supporters say the legislation will help unlock new opportunities for economic growth, job creation, and tourism while minimizing financial risk to the state.

“Being able to continue making investments in strong education for our kids, affordable, accessible health care, and critical infrastructure is dependent on bills like SB 110 that unlock economic development opportunities,” said Rep. Daniel Nguyen (D-Lake Oswego and SW Portland), who co-carried the bill and chairs the House Committee on Economic Development, Small Business, and Trade. “This project is a grand slam for Oregon.”

Nguyen highlighted plans to incorporate Oregon-made cross-laminated timber in stadium construction and activate Portland’s South Waterfront district, while including labor protections for local workers.

Sen. Mark Meek (D-Gladstone), chair of the Senate Finance and Revenue Committee and the bill’s original sponsor, called the measure “a bill that everyone can support,” adding that “Major League Baseball in Oregon means jobs, development, and long-term investment.”

According to project estimates, the stadium initiative could generate around 9,000 construction jobs and 3,000 permanent positions.

“A balanced commitment to economic development, high-quality jobs, and minimal financial risk to the state is the best version of public-private partnerships,” said Rep. Dacia Grayber (D-SW Portland and E Beaverton), who also co-carried the bill and chairs the House Committee on Labor and Workplace Standards. “I am proud to be part of bringing this opportunity to Southwest Portland’s waterfront.”

SB 110 originated following a March 3 informational hearing led by Rep. Nguyen titled “Bringing the Big Leagues to Oregon: An Update from the Portland Diamond Project.”

Once signed by Governor Kotek, Oregon could soon be in position to make its pitch to Major League Baseball.
