An adult in custody (AIC) made a brief escape from an offsite work crew on Tuesday, November 7, 2023, at the Oregon Department of Corrections (DOC) Central Distribution Center (CDC) in Salem. Juan Antonio Castillo, who was serving time for eluding a police officer and robbery, managed to flee on a golf cart at approximately 9:50 a.m.
Castillo’s escape prompted a large response from the authorities. Marion County Sheriff’s Office apprehended him nearby on Lancaster Drive at 10:13 a.m. This incident has triggered an investigation by the Oregon State Police to determine how Castillo managed to initially leave the work crew.
Juan Castillo had entered DOC custody on July 12, 2023, facing charges of eluding a police officer and robbery in the second degree out of Marion County. His earliest release date was set for April 17, 2027.
At the time of the escape, Castillo was housed at the Santiam Correctional Institution (SCI) in Salem. SCI is a minimum-security prison that typically houses around 440 adults in custody who are within four years of their release. The facility emphasizes providing work opportunities, such as work crews that contract with state agencies, local organizations, and private industries within a 60-mile radius of Salem. Additionally, SCI offers a range of correctional programs and services, including education, transition programs, and religious services.
The facility’s history is notable, as it was originally constructed in 1946 and used as an annex to the Oregon State Hospital for mental health patients. Over the years, it has served various correctional purposes until its official opening as SCI in 1990.
