MEDFORD, Ore. (Sep. 16, 2026) — A vacant property near Crater Lake Highway and Owen Drive could soon become a new commercial center featuring several nationally known restaurant chains, including Medford’s third Chipotle and the Rogue Valley’s first Habit Burger & Grill.
The proposed Tower Park Commercial development would be located at 3521 Crater Lake Ave., near the intersection of Crater Lake Highway and Owen Drive. The project is scheduled to go before the City of Medford’s Land Development Committee on Sept. 30.
Plans call for two buildings with six commercial spaces.
The development would include a roughly 500-square-foot 7 Brew drive-through beverage stand, along with a larger building featuring several restaurant and retail spaces.
Medford Alert News first reported on the proposed 7 Brew location in this previous article.
Among the planned tenants are a Chipotle Mexican Grill with a Chipotlane drive-through and a Habit Burger & Grill.
The approximately 2,350-square-foot Chipotle would become the third Chipotle location in Medford. The restaurant’s Chipotlane concept provides a dedicated drive-through lane for customers picking up mobile and digital orders.
The project would also bring Habit Burger & Grill to the Rogue Valley for the first time. Plans call for the fast-casual restaurant to occupy approximately 1,820 square feet.
Habit Burger & Grill was founded in California in 1969 and is known for charburgers, grilled chicken sandwiches, salads, fries, shakes and other fast-casual menu items. The chain has expanded throughout the United States in recent years.
Three additional commercial spaces are planned within the larger building, although the proposed occupants have not been identified in the application.
The development would include 76 parking spaces and pedestrian connections between the buildings and surrounding sidewalks.
Access to the property would primarily be provided by an existing private road along the northern edge of the site, which connects Crater Lake Highway and Crater Lake Avenue and also serves the nearby Surf-Thru car wash.
The property is currently vacant. The proposed development would continue commercial development in the Tower Business Park area, joining nearby businesses including Mountain Mike’s Pizza, Surf-Thru Car Wash and businesses within Crater Lake Plaza.
Plans also include landscaping, trees and other pedestrian improvements throughout the property.
A small wetland area crosses part of the property, and the applicant notes that required state approval would be needed before development could begin in that area.
The applicant is seeking city approval of the proposed site plan and building designs.
The Medford Land Development Committee is scheduled to review the project at 9:30 a.m. Wednesday, Sept. 30, during a Zoom meeting.
No construction start date or opening dates have been announced, nor has the project been formally approved as of the date of this publication.
