GRANTS PASS, Ore. (Aug. 22, 2026) — The Josephine County Sheriff’s Office has terminated its contract with FLOCK Safety, ending the use of automated license plate readers in rural Josephine County, Sheriff Dave Daniel announced Wednesday.
The Sheriff’s Office had contracted with FLOCK for 10 automated license plate reader, or ALPR, cameras. The technology was intended to help deputies identify and locate stolen vehicles, wanted or missing people associated with specific vehicles and assist with criminal investigations.
In a statement released Aug. 12, Daniel said some of the equipment and technology had been targeted and vandalized in recent months. The Sheriff’s Office also cited growing public concerns about the technology and whether its use could infringe on constitutional Fourth Amendment protections against unreasonable searches and seizures.
Daniel said other jurisdictions across the country have faced similar issues involving theft, vandalism and public opposition, resulting in cancellations of FLOCK contracts.
“While the technology has been beneficial in solving crime and overall public safety, it is clear much of Josephine County is not ready or willing to accept the use of ALPR technology,” Daniel said.
Daniel said the Sheriff’s Office ultimately decided to end the contract after hearing concerns from residents.
“We at the Sheriff’s Office work for the public and we are listening to you,” he said.
Daniel requested that Josephine County legal counsel send FLOCK a “contract termination for convenience” letter. The termination is effective immediately.
FLOCK ALPR cameras are no longer activated in rural Josephine County, according to the Sheriff’s Office. Although some equipment remains installed in the field, officials said it is not being used.
The Sheriff’s Office said it is not currently known when FLOCK will remove the remaining equipment.
Daniel thanked residents for their continued support of the Sheriff’s Office and said the agency would continue its mission to “Protect with Courage and Serve with Compassion.”
