SALEM, Ore. (Jun. 11, 2026) — A Salem police sergeant shot an armed man Thursday morning after officers responding to a reported hostage situation found the suspect holding a woman near railroad tracks in north Salem, authorities said.
According to the Oregon State Police, Salem police officers were dispatched at approximately 7:26 a.m. Thursday to the area near the 3000 block of Portland Road following reports that an adult man was holding an adult woman hostage.
Multiple Salem police officers and an Oregon State Police trooper responded to search for the individuals involved. Two Salem police officers later located the suspect and victim near a tent on vacant property adjacent to railroad tracks.
Authorities said the suspect, identified as Jose Luis Anguiano, 35, of Salem, was armed and failed to comply with officers’ commands. The confrontation ended when one Salem police officer used deadly physical force.
Following the shooting, the female victim was able to leave the area and make contact with responding officers. Officials did not release information about her condition.
Members of the Salem Police Department’s SWAT team then assisted in taking Anguiano into custody. He was transported to a local hospital, where he was reported to be in stable condition.
Police said that once Anguiano is released from medical care, he will be lodged at the Marion County Jail. Potential charges have not yet been announced.
The officer who fired his weapon was identified as Sgt. Jason Donner, a veteran of the Salem Police Department who has served with the agency since 2004. In accordance with department policy, Donner has been placed on administrative leave pending the outcome of the investigation.
Under Marion County’s protocol for officer-involved shootings established through Senate Bill 111, the Oregon State Police is leading the investigation. The Keizer Police Department, Marion County Sheriff’s Office and Marion County District Attorney’s Office are assisting.
Officials said the investigation remains ongoing, and no additional details were immediately available. Any future updates regarding the case will be released by the Marion County District Attorney’s Office.
