MEDFORD, Ore. (Nov. 11, 2025) — The Medford City Council will hold a study session Wednesday evening to review the proposed Creekside Quarter development and consider the City’s potential involvement in the project. The meeting begins at 6 p.m. at City Hall.
The large-scale proposal calls for a regional conference and event center, hotel, and other private commercial uses on the west side of downtown’s Hawthorne Park. Plans also include a professional baseball stadium on the park’s north end. City officials said negotiations are ongoing with the Eugene Emeralds regarding stadium specifications and the team’s potential financial contribution.
In the Nov. 4 special election, Medford voters approved an increase in the City’s transient lodging tax (TLT) from 11% to 13% to help fund the conference and event center portion of the development. Last month, the Council outlined a letter of intent that would first raise the TLT to 12%, with the additional increase to 13% contingent on future conditions being met.
If the project advances, the Council will also consider the future of the south half of Hawthorne Park. City staff are seeking direction on whether to pursue redevelopment opportunities there as part of broader discussions about the Creekside Quarter plan.
The session is open to the public and will be streamed live on the City’s website. Study sessions are intended for informal discussion, and the Council does not vote, make decisions, or take public comment during them.
