Vista Pointe Revision Seeks Higher Density Housing in East Medford Hills

Medford, Oregon- A proposal to revise part of the Vista Pointe Planned Unit Development (PUD) in the east Medford hills would increase the number of market-rate housing units in the Mountain Top Village area from 132 to 199.

Applicant Pacific Rental Properties, LLC is seeking approval to modify the Mountain Top Village subarea, located north of Vista Pointe Drive and east of Bordeaux Avenue at the termini of Whitney Terrace, Evening Ridge Terrace, and Deer Ridge Drive. The 25.05-acre site is zoned SFR-4/PD (Single Family Residential/Planned Development Overlay).

The proposed revision would replace the previously approved 132 townhouse-style units with 199 dwelling units spread across 11 buildings, and would alter the internal street layout. The request is part of a broader development framework originally approved by the Medford Planning Commission in 2003 for the 165-acre Vista Pointe PUD.

Vista Pointe is divided into four main subareas — Forest Ridge, Mountain Top Village, Innsbruck Ridge, and Westridge Village — and features a mix of residential, commercial, and institutional uses. Over the past two decades, the PUD has undergone multiple amendments, with a total of 587 dwelling units approved by the end of 2024.

Mountain Top Village, the northeastern section of the project, was first approved for 41 single-family residential lots and 11 twelve-plex multifamily buildings. In 2017, the plan was amended to allow 132 townhouse-style units, a clubhouse, and a pool facility. Five duplexes have since been developed in the area, while one lot remains designated as open space under a Pacific Power & Light (PP&L) easement.

Surrounding the development are a mix of residential neighborhoods, vacant land, and public properties. To the north lie parcels owned by Pacific Power and the City of Medford, the latter intended for future inclusion in Prescott Park near Roxy Ann Peak. To the south are existing residential areas, including the Oregon Hills Subdivision, while the east and west are bordered by single family housing-zoned neighborhoods and orchards.

The proposed amendment will go before the Medford Planning Department on October 15, 2025, for consideration. If approved, it would mark the latest evolution of the Vista Pointe project, which continues to shape the east Medford hills with a combination of housing types and supporting amenities.
