Grants Pass, Oregon- Oregon State Police (OSP) detectives have arrested and charged a 30-year-old Grants Pass man, Justin Lee Concha, in connection with multiple child sex abuse offenses. Authorities are urging any additional victims to come forward.
Concha, who also goes by the alias Jay Leslie Frost, was taken into custody on August 7, 2024. He faces several serious charges, including five counts of Encouraging Child Sex Abuse in the First Degree, five counts of Encouraging Child Sex Abuse in the Second Degree, and one count of Sexual Assault of an Animal.
Detectives believe there may be more victims who have yet to come forward. Concha is suspected of attempting to meet underage juveniles for the purpose of sexual contact.
Anyone with information related to Concha’s activities or who may have been a victim is encouraged to contact the OSP’s Southern Command Center at 1-800-442-2068.
