The City of Medford Planning Department has received a legislative amendment request to adopt an Urbanization Plan for the Neighborhood Element of the Comprehensive Plan for 10 tax lots totaling approximately 225 acres located south of East Vilas Road and east of Crater Lake Avenue/Crater Lake Highway.

The Urbanization Plan is filed in conjunction with an annexation request for 3 of the above properties plus adjacent public right of way along East Vilas Road totaling approximately 212.52 acres. The County zoning designation of Exclusive Farm Use (EFU) will be changed to the City’s SFR-00 (Single Family Residential – 1 dwelling unit per existing lot) holding zone along with the Exclusive Agricultural (E-A) overlay. The properties will be removed from Medford Rural Fire Protection District #3.
The proposed Urbanization Plan shows some of the service and commercial aspects, along with a proposed area set aside for a future Medford School site. Since it is a conditional use regardless of zoning, and it allowed for more residential zoning to help support the development of a school in this area. The plan also shows the property maintaining the commercial area predominantly in the western portion of the property, service commercial elongated and centrally located, and some additional commercial just east of the service commercial closer to the residential designation in the east. The conceptual plan for some commercial next to the residential designation would transition for higher density development closer to the school site and other residential uses.


The pattern of gridded streets has been laid out to limit access points onto Highway 62 while being able to provide for vehicle, bicycle, and pedestrian connectivity throughout the planning unit in compliance with TSP. The plan also shows standard local streets and a minor collector street connecting east-west through the site from Springbrook Road to Crater Lake Avenue and to Highway 62.
If approved, the elements of this plan may change slightly as market conditions dictate the specifics. Medford Alert will continue to provide updates as this development moves through the planning and development stages.
