

Southeast Medford, Oregon– A pre-application for Phase I of the Haya Park development at North Phoenix Road and Coal Mine Road has been submitted to the City of Medford Planning Department, marking the initial step toward possible site plan approval.
The multi-phased project proposes a multifamily residential and commercial development across 22.33 gross acres, currently zoned MFR-30 and Commercial.
Phase I Overview
Phase I includes 516 residential units and 64 additional units designated as future development. The 64 units, spread across four buildings, will proceed once an existing 100-foot agricultural buffer is vacated. The site is above the existing Medford Irrigation District (MID) irrigation canal, which is planned to be piped.
Note: The names/numbers of the streets on the site plans are for placeholder purposes only and will eventually change.
Key Details for Phase I Include:
• Net Area: 17.3 acres.
• Density: 23 units per acre.
• Open Space: 1.46 acres (8% of the buildable area).
• Parking: 611 spaces provided, exceeding the required 516 spaces.
Site Plan Details
The development features a mix of two- and three-story buildings, accommodating residential units, and parking for each block:
• Block A: 156 units, 197 parking spaces.
• Block B: 156 units, 210 parking spaces.
• Block C: 156 units, 218 parking spaces.
• Block D: 136 units, 165 parking spaces.
• Block E: 128 units, 161 parking spaces.
• Block F: 122 units, 169 parking spaces.
Future Plans
Phases II and III, covering approximately 44 additional acres, are in the zoning planning process. These phases are expected to contribute further open space, bringing the total project open space to 20% of the area. The preliminary civil drawings outline utilities for all three phases, emphasizing their interdependence.
Additional Features
The overall master plan includes provisions for commercial facilities such as 240 hotel rooms, four retail spaces, and associated parking. The project also addresses zoning and infrastructure needs, integrating the MID irrigation canal into the design.
Next Steps
The application is open for review and feedback, serving as a preliminary step toward formal site plan approval. This project, which currently has a projected 1,296 housing units, 240 hotel rooms, and several neighborhood retail buildings, would be built just east of Centennial Golf Club.
At this time, there are no details regarding possible architectural design of the project. If approved, detailed renderings will presented to the City of Medford’s Site Plan and Architectural Committee (SPAC) at a future date.
