2 Adults and 2 Children Shot at Illegal Portland “Street Takeover” Event

On March 28, 2022, just after midnight, North Precinct Officers responded to the reports of a shooting in the 6300 Block of North Marine Drive. Additional calls came in describing this as a shooting during a street racing event. Officers arrived at the scene, and although they found evidence that a large number of shots had been fired, they were unable to locate any victims. Officers blocked off the scene and began interviewing witnesses and processing the area for evidence. Officers eventually collected almost 100 bullet casings.

As officers started processing the scene, local hospitals began reporting “walk-in” gunshot victims. In total, a 21-year-old male, an 18-year-old female, a 16-year-old juvenile male, and an 11-year-old juvenile male arrived at local emergency rooms. The other three were treated for non-life threatening gunshot wounds.

Members of the Enhanced Community Safety Team (ECST) responded to assume control of the investigation. They soon discovered evidence identifying 21-year-old Adrian Dangelo Ramirez as a shooter. Ramirez was treated for his gunshot wound and booked into the Multnomah County Detention Center on the charges of Attempted Murder in the First Degree, Assault in the First Degree, and Unlawful Use of a Weapon. 

This investigation is ongoing, and investigators believe there could be additional victims or suspects associated to the shooting. Anyone with information is asked to contact the Portland Police Bureau and reference case number 22-82413

Portland is again seeing large numbers of individuals attending these “takeover” events. Officers were made aware of children as young as 5-months-old being in attendance this morning.

“Street racing is not only illegal, can turn into a dangerous crowd event, drawing not only participants, but spectators,” said Chief Chuck Lovell. “We are fortunate that no one was more seriously injured or killed over the weekend. Unfortunately, these take considerable resources to address and can be hazardous for not just those involved, but innocent road users who often are affected. As a city, we must work together to hold those committing these illegal street takeovers accountable.” 

So far this year in Portland there have been 371 confirmed shootings, in which 106 people were injured. There have been 23 homicides, 22 by shooting.
