ODOT Planning OR238 Roundabout at Rogue Credit Union Community Complex Entrance

The Howard Memorial Sports Park has a long history. Jackson County approved the original Conditional Use Permit (CUP) in 2006. The RCUCC is being built at the Howard Memorial Sports Park.

In 2008, building permits were issued by Jackson County for Phase 1, which included the access road from N. Ross Lane to the interior of the park, a bridge crossing of the stream, two soccer fields, a bathroom building, the parking area, walkways, and landscaping. That phase is completed and operational.

In 2015, Jackson County approved a revision to the CUP to allow the construction of the LOGOS Charter School.

In 2019, the Jackson County approved a property line adjustment that separated the school site from the park site.

Both the park site and the school site were annexed to the city in 2019 along with the N. Ross Lane right-of-way. The LOGOS Charter School site is not part of this proposal.

In March 2021, the Planning Commission conditionally approved a CUP for the development of the Howard Memorial Sports Park. The CUP decision allowed the use and addressed mitigation of impacts, including traffic, lighting, and buffering. As the Planning Commission deferred review of these matters to the Medford City Site Plan and Architectural Commission.

The applicant proposes to construct an approximate 140,000 square foot complex with two basic parts: an events center, which is an open, flexible space large enough to accommodate eight full-size basketball courts, and an aquatics facility. (Note that the building size has been reduced from the 163,000 square feet previously approved). Building costs have continued to rise over the projects design timeline, and the city has currently capped the overall cost at $60.7 million.

Access to the site will be obtained from the existing driveway on N Ross Lane north of the LOGOS Charter School and a new driveway on Highway 238 at the intersection of Cheshire Way. The City and ODOT have worked together to develop a plan to change the Highway 238 access to a roundabout as shown above. The applicant is preparing a request to the Planning Commission to amend the condition from ODOT to accommodate the change.

Current site work and ground leveling will continue into the winter with current plans for vertical construction to begin this spring. Timelines are subject to change as building supply issues may continue to pose a challenge for this large project. The project is still on schedule to open in Summer of 2023.
